This seemed to make a small difference in the menu, but not so much in-game while playing on low settings. I'm at a loss, honestly, I desperately need some solution to this, it's annoying as hell that I can barely stream any graphic heavy game anymore. Although I suppose streaming uses a massive amount of CPU and gaming doesn't always, so maybe it's only half dying? Except it passed all CPU tests. Although, just the other day (after the most recent OBS update on the 23rd), I can't even stream it on low now, it barely reaches 30 FPS. I've been able to stream PUBG again by having the settings super low, and streaming it at around 45-60 FPS depending. I streamed a game called Human Fall Flat a few times and it's not a graphically heavy game at all so naturally it was at a high FPS, however with V-sync turned off I could see the FPS on OBS drop by 4-5. Turning on V-sync in some games, this was suggested by someone on reddit and surprisingly I could actually see an FPS increase, and in the menu of PUBG it was at 60 FPS until getting in-game, where it dropped back to like 20.There are two things to note which have made a difference: I've also done hardware tests on my RAM, GPU and CPU and there's been no errors, everything passed. I've tried downgrading my graphics driver as well, but that didn't help. From what I remember, the only things I changed on my PC around that time were a graphics driver update and getting a new monitor. You know what's strange though? I don't even have to be live, the FPS is low the second OBS starts capturing a game, whether I'm live or not, which surely (to me) means that it can't be a hardware issue as OBS will use barely any resources until I press that start streaming button, right?
